Pinned Article Chromebook Cannot Proceed Past "Welcome to your new account"

This KB article covers a first-time sign-in issue on Chromebooks for new or never-before-used Central Piedmont Google Workspace for Education accounts. The "Welcome" screen is unable to be passed due to the lack of the "I understand" button. Workaround: sign in at myaccount.google.com on another device, click "I understand" in the welcome prompt, then retry on the Chromebook.
